Users with a carrier branded version (a provider) of the Galaxy S2 needs to have a little bit patience, the update for T-Mobile, Vodafone and KPN, probably in the coming weeks will be available.

Updating issues on Kies
There are several reports that this is not going well, because people get the message "Choose Update to the latest version and upgrade the firmware" to see. If you then choose "SELECT update" you get the message that the latest version already installed. To this problem we recommend that you CHOOSE to completely uninstall and then download the latest version and install.
